Part of the issue with organizing a grant writing proposal comes from the nature of the genre: most of the time, you're bound to whatever organizational scheme the funder has come up with, which often isn't even coherent, let alone good. See, for example, http://blog.seliger.com/2009/06/28/the-stimulus-bill-enters-the-bizarro-world on my blog, Grant Writing Confidential.

The problem can become: how will your content make sense if the organization itself doesn't?
